    Законодательный акт, согласно которому без суда конкретное лицо объявляется виновным в совершении преступления и приговаривается к смертной казни. Такие действия запрещены Статьей I [Article I, Section 9, Section 10] Конституции США [ Constitution, U.S.]. Сходный акт, не приговаривающий к смертной казни, назывался "биллем об устрашении и наказании" [ Bill of pains and penalties]. Конгресс и законодательные собрания штатов могут принять только закон общего плана, а его исполнение по отношению к конкретному лицу может осуществить только суд. Важное проявление принципа разделения властей.
